At German public universities, tuition fees are non-existent, meaning you can get a world-class Bachelor's or Master's degree virtually for free.
However, getting admission to a German public university and securing a student visa is a structured, highly meticulous process. In this guide, we map out the exact step-by-step roadmap for Indian students to successfully study in Germany for free.
Phase 1: Eligibility and Selection
Before you begin applying, you must verify your academic credentials match German university entrance requirements (known as the *Hochschulzugangsberechtigung* or HZB):
- For Bachelor's Degree: German universities require 13 years of school education. Since Indian school boards end at Class 12 (12 years), Indian students must either complete one year of a Bachelor's degree in India, pass the IIT-JEE exam, or attend a one-year preparation course in Germany called a Studienkolleg and pass the Feststellungsprüfung exam.
- For Master's Degree: You need a compatible 3-year or 4-year Bachelor's degree from a recognized Indian university.
- Language Proficiency: If you choose an English-taught program, you must take IELTS (typically 6.5 minimum) or TOEFL. If you apply to a German-taught program, you need TestDaF or DSH (typically C1 level).
Phase 2: The APS Certificate (Critical for Indians)

- Uni-Assist: A centralized portal used by many public universities to evaluate international qualifications. You upload your documents once, pay a evaluation fee, and select the universities you want to apply to.
Key application windows are Summer Semester (Deadline typically Jan 15) and Winter Semester (Deadline typically July 15).
Phase 4: Setting Up the Blocked Account (Sperrkonto)
While education in Germany is free, you must prove you can afford living expenses. You must open a **German Blocked Account** and deposit the government-mandated amount of **€11,208** (approx. ₹10 Lakhs). This deposit acts as a guarantee for your visa.

Phase 5: The Student Visa Application (Type D)
